I’m 30 years old and considering to start a Roth IRA. Is there any 59 1/2 rule like a traditional IRA?

Actually, there is no rule prohibiting you from taking money out of a Roth IRA account. However, you will pay 10% penalty on the gains if you withdraw it before age 59 1/2. That means you can withdraw principle contributions at anytime without any penalties.
A Roth IRA has special exception rules for 10% early withdrawal penalty.
